The environmental legacy of President Trump

President Trump had a profound, largely adverse impact on environmental and climate policy, both domestically internationally. In addition to rolling back regulations related policies, sought undermine the institutions core values undergirding protection. This article analyses Trump’s tenure legacy, examining key policies regulations, but also norms, discourse. Drawing insights from new institutionalism, explores three different dimensions of potential legacy – organisational, policy ideational. For each it identifies institutional discursive factors shaping impact, its “stickiness” durability. It then attempts by Biden Administration others counter, reshape or chip away at that legacy. Re-visiting adapting institutionalist assumptions, analysis suggests decisive factor determining is not his own actions narrative rather how successfully other actors support, spread counter them. The finds while organisations, even can be diluted (and diminished), attack norms trust underpinning action may more long lasting.
